Continuity to the bulk capacitor's negative.

📋 What order to measure in?

Unplugged: is there a short between DRAIN (5–8) and SOURCE (1–2)? If so, the IC is dead.
VDD (4): does it rise to ≈14.5 V and stay, or keep cycling?
Measure the VDD capacitor (usually 4.7–22 µF) for ESR.
Is FB (3) pulled to 0 V? Check the optocoupler.
